After six weeks of voting for a new state legislature, the winner for the post of Chief Minister in Bihar state was announced today.
Bihar is the poorest state in India even though it’s home to Bodh Gaya, one of Buddhism’s holiest sites, which attracts many religious pilgrims including ones from Japan. Once outside the capital city Patna, there is no electricity and darkness covers the nights.
Incumbent Nitish Kumar, who focused on the economic growth of Bihar, made progress in Bihar, often referred to as the “backward state” since his first election as chief minister in 2005. Former CMs Lalu Prasad and his wife are often criticized for putting the state in a “dark era” by corrupting the system in their 15 years of leadership.
I can’t tell for sure since I don’t live or spend enough time in Bihar but as far as I see after talking to people and reading articles, Kumar would be the right choice. I was interested in the way this election since I was also hearing Prasad was gaining support from his caste. You never know what will happen in elections in India.
The people chose Kumar, and I think it was right decision.
Even from my personal experience last week during campaign rallies, Kumar was more sincere to people, including to the media, compared with Prasad, who was angry and arrogant. Some say Prasad can be charismatic, but I couldn’t see how he would lift up people from the bottom.
Anyway, I am looking forward to seeing how much progress the state can make under Kumar’s leadership in a few years.

仏教徒には馴染みの深いブッダガヤが位置し、日本からの参拝者も少なくないビハール州だが、インドのなかでも最も貧しい州だ。州都のパトナをいったんでると、まともに電気もとおっておらず、夜は闇に包まれる。

急激な経済成長を遂げるインドのなかでも、「後進州」などと揶揄されるビハールだが、２００５年に知事に選ばれたニティーシュ・クーマが経済発展を主目標に手腕を発揮し、徐々にその成果が現れていた。彼の前任者だったラルー・プラサドとその妻による１５年の支配の間は、自分たちと同じカーストや支持者たちのみに利権を与える腐敗ぶりで、ビハールを「暗黒の時代」に陥れたと批判される。今度の選挙では、その彼がクーマの対立候補として再び名乗りをあげたのだ。
僕自身がビハールに住んでいるわけでもないし、自分で体感できるほど長い日数を過ごしたわけではないので断言はできないが、端から見ればどう考えてもクーマの方が順当な候補だと思われた。それでもプラサドが以前のように自分と同じカーストを中心に支持者を集め再選に自信をみせていたし、何がおこるかわからないのがインドの選挙なので、僕もこの選挙には少なからず興味があった。
結果はクーマが当選。順当な勝利だと思う。
先週撮影した選挙集会での印象でも、（少なくとも表向きは）誠実に有権者に話しかけ、僕ら報道陣にもきちんと挨拶をしていたクーマに比べて、プラサドは礼儀も糞もない高圧的な態度。自分が一番偉いのだ、といわんげな傲慢さがやたら鼻についた。よく言えばカリスマ性があるといえなくもないが、これでは州を下から引っぱりあげていくことは難しいなと感じていたのだ。
クーマの続投は、ビハールだけでなく、インドにとって正しい選択だったと思うが、数年後この州がどれだけ前に進んでいるか期待してみよう。
